Nairobi Water Employee Arrested Over Fake KCSE Certificate

A Nairobi City Water and Sewerage Company (NCWSC) employee has been arrested and charged for allegedly using a forged Kenya Certificate of Secondary Education (KCSE) document to secure employment.

According to the Ethics and Anti-Corruption Commission (EACC), the suspect was arrested and arraigned on October 7, 2025, after investigations revealed that the certificate he presented—purportedly from Bishop Ndingi High School—was falsified.
> “The Commission received a report that the suspect had presented a forged KCSE certificate allegedly from Bishop Ndingi High School. Investigations confirmed that the document was falsified and used to gain employment at NCWSC,” EACC said in its statement.

Following the investigations, the case file was forwarded to the Director of Public Prosecutions (DPP), who approved criminal charges against the suspect.

He was charged with four counts: forgery, uttering a false document, presenting a forged certificate, and deceiving a principal. The accused pleaded not guilty and was released on a cash bail of Ksh100,000 or an alternative bond of Ksh1 million. The case will be mentioned on October 22, 2025.

This arrest comes barely days after another NCWSC official was convicted on October 4, 2025, for forging a Diploma in Sports Science Management allegedly issued by Jomo Kenyatta University of Agriculture and Technology (JKUAT). That suspect, too, had initially denied the charges before being found guilty by Chief Magistrate Harrison Barasa at the Milimani Anti-Corruption Court.

The EACC has reiterated its commitment to upholding accountability and integrity in public service, warning that individuals using forged documents to secure jobs or promotions will be prosecuted.

As your fellow water professionals, we are deeply worried. After years of studying and sacrificing to earn our qualifications, we still struggle to get jobs—yet people with forged certificates seem to be all over Nairobi County Water and Sewerage Company.

If things continue this way, will genuine water engineers ever get the opportunities we deserve?
